Remember that the monthly Union meeting is held on the last Thursday of every month at 4:30 PM in the Staff Training Center. However, if there is a holiday during that week and then it is usually scheduled for the week prior.

Government Shutdown Averted

Only a few hours before the current stopgap spending measure expires at midnight, President Obama and congressional leaders tonight reached a budget deal for the rest of the fiscal year after right-wing lawmakers dropped their demand to defund Planned Parenthood. The deal will include $39 billion in spending cuts for the rest of fiscal 2011. Lawmakers also approved a short-term stopgap funding to give them time to craft the long-term legislation.

“In the final hours before our government would have been forced to shut down, leaders in both parties reached an agreement that will allow our small businesses to get the loans they need, our families to get the mortgages they applied for, and hundreds of thousands of Americans to show up at work and get their paychecks on time,” President Obama said.

AFGE Sues Government for Requiring Workers to Work without Promise of Payment

AFGE today filed a lawsuit in U.S. District Court for the District of Columbia challenging that ordering federal employees to work during a government shutdown violates the U.S. Constitution. The lawsuit contends that the Obama administration is violating the U.S. Constitution’s Appropriations Clause and Thirteenth Amendment by requiring federal civilian employees to work without pay during a period of lapsed federal appropriations. “Hundreds of thousands of federal employees will be required to work during a shutdown, and there’s no guarantee that Congress will keep the administration’s promise to pay those employees once the shutdown is over,” AFGE President John Gage said. AFGE last week filed a lawsuit seeking shutdown plans.

Bill Introduced in Senate to Ensure Furloughed Employees Get Retroactive Pay

Thanks to AFGE’s lobbying efforts, Sens. Mark Warner, D-Va., Barbara Mikulski, D-Md., Benjamin Cardin, and Jim Webb, D-Va., today introduced a bill that would ensure that furloughed employees will get paid if the government shuts down. A similar bill has been introduced in the House by Rep. Jim Moran, D-Va.

Feds to Face 5-Year Pay Freeze, Reduced Retirement Benefits under Right-Wing’s 2012 Budget Proposal

AFGE is sending a letter to lawmakers urging them to vote against House Budget Committee Chairman Paul Ryan’s irresponsible budget proposal for fiscal 2012, which contains wildly inaccurate numbers regarding federal and private sector wages. Under the proposal, Rep. Ryan, R-Wis., wants to freeze federal pay through 2015 and require federal employees to pay extra 6.2 percent of their salaries into their pension plans. Rep. Ryan wants to “boost private-sector employment” by cutting federal jobs by 10 percent through attrition in the next three years. That will mostly lead to expensive outsourcing because somebody still needs to do the work. The House Budget Committee chairman also wants to further deprive federal agencies by freezing their budgets at the 2008 levels for five years.

The Federal Correctional Institution (FCI), Manchester is a medium security facility housing male inmates. There is also an adjacent satellite Federal Prison Camp (FPC), Manchester, that houses minimum security male inmates.

FCI/FPC Manchester is located in Manchester Kentucky which is in Clay County. The facility is located approximately 75 miles south of Lexington off Interstate 75, and 28 miles east of London via the Hal Rogers Parkway - formerly known as Daniel Boone Parkway.
